Alerts set against AppInsight are not triggering even though normal charts are showing the data

We have some KPI charts which are set to record all the data for SQL values for

PLE

Batch Requests Per Second

Disk Write

Disk Read

CPU

When we look at these charts, we can see that the data is split up into minute and we can see the Min/Max and average

We also have alerts on these which are set to check every 20 seconds and eg if CPU hits 40% then the alert sends an email and saves the data to a file.

However, we can see in the charts that CPU goes above 40% quite a few times a day, but not all are captured by the alert check.

Is there any way I can configure the alerts so that they trigger whenever the limit set is reached?  as at the moment, we are not capturing all the data via the alerts...or is there a better way to collect the data?

Our alerting captured high batch requests  (Over 10000) between 7:35 and 8:05

but if we go into the chart data, I can see that it was high quite a few times and the alert didn't capture this
