I would like to only hit the ones that are and run a script to turn on cdp enable.

In NCM, you can set up "Compliance Policy Reports". In the Report just set it to look for the CDP command in the configuration of the device.
With the Policy Reports, you are able to create Rules to validate against the Configuration Backup that is retrieved from the device.
And for each Rule, you will be able to set a "Remediation script:" which will run the commands against the device seeing that it violated the rule.

Are you talking about the NCM Policy Reporter? Just go through the wizard and create a new policy?
I won't be able to run it against backed up configs because cdp enabled doesn't show up in there...
Yes, just create a new policy.
If cdp enabled doesn't show up there, it might be a problem.
