V8 - Services not starting

We are building new V8 servers and in doing so we noticed after installation all services will not start except the NPM service. So the alert engine, syslog, trap and custom mib will not start. Some will say they will start and ten stop if they have no work to do. The custom mib one I get a Error 1067:

I found the fix for this in another forum post, so credit to whoever documented it previously.
1) Confirm that the Orion server has Internet access (configure proxy settings in Internet Explorer)
2) If you are using an auto-proxy discovery script, disable it and for the time-being manually specify a proxy server in IE
3) From a command line, run 'proxycfg -u'
The services need to be able to access the Internet (first time only?) to start.

I was able to get the services running with :
Editing the hosts file in system32/drivers/etc and adding:
127.0.0.1 wpad
127.0.0.1 CRL.THAWTE.COM
Not sure what this is all about but it worked.

I tried the steps above with no luck. I'm using a sql 2005 db and keep getting the "SolarwindsNPM can't login to SQL" whenever I try to start the trap, syslog, netflow services. All other services start fine and Orion functions normally.

If that solution doesn't solve your problem, please email Support. There may be something particular about your configuration or your installation that is causing your problem.
