What is the default log retention time on Orion NPM? Does it reduce the frequencey of the data held asit gets older?

Do you mean how long is polled statistical data held in the database by default? If so, there are "levels" of data Orion keeps. The most granular data is called detailed statistics and the default retention for detailed statistics is 7 days. After 7 days, the detailed statistics are summarized into hourly statistics. Hourly statistics are kept in the database for 30 days by default. After 30 days, the hourly statistics are summarized into daily statistics. The daily statistics are retained for 365 days by default. The events under the events tab are retained for 30 days by default.
If you log into the web console as admin and go to the admin tab, in the settings section there is a link for Polling Settings. That takes you to the Orion Polling Settings page. The retention rates for all the polling statistics and events are under Database Settings on that page.

What is the maximum NPM, and the database server, can keep detailed statistics without affecting performance? 7 days is the default but I need to keep detailed data for a longer period. What is the max timeframe to retain that won't cause problems to the the way the application and database operate? For example, I expanded this to 30 days and appear to be having problems and was advised to keep data for a longer period on a non-solarwinds server using some other reporting tool. I need to keep the data in solarwinds and be able to report and analyze for the longest period it will support reliably.
