HP Procurve 2540 switches keep on showing down

I am a newbie to NPM and I am sure that this is an easy thing but we have 10 HP Procurve 2540 switches that are being monitored. All interfaces. The switches are showing down when they are not down. The only way that I can get NPM to show the status as up is to telnet into it. When I verify the SNMP community name is fails until I telnet into it as well.
