Isn't it about time that Solarwinds made this filter part of Orion rather than us users having to install it each time we do an upgrade to a new version, it can't be that difficult to do?

Actually, having the installer be cognizant of an already-installed system would be a big plus period. Especially since redoing the report-writer schema and deleting the default reports is cumbersome.
Fortunately, upgrades don't happen all too often.

I have installed the Report Writer DateTimeExclusions add-in according to the instruction but where do you set the exclusions when running a report? Are they SQL commands or is it part of the report wizard?
I want to be able to run a report covering only business hours.

Do a search for exclusions;
www2.solarwinds.net/.../topic.asp
It shows up as a separate item under the filter results tab.

To use the date/time exclusions, it's pretty misleading, you DON'T goto the "time frame" tab, you have to do it from the "Filter results" tab in the report designer. Create a new "elementary condition and you'll have an option for date/Time filtering.
To get stats for between 9 AM and 5 PM you would need two date/time filter conditions which would be
Records where Time of DAY(24 hour format) is greater than 090000
Records where Time of DAY(24 hour format) is less than 170000
