High latency/packet loss on Connection Quality

I am consistently seeing 80% packet loss and high latency on all of our application connection quality metrics, despite there being no packet loss at all. I have searched and think it has to do with Windows Stealth Mode. However, the only "solution" I can find is to turn off stealth mode. Microsoft strongly recommends not doing this and I agree. Does anyone know of another solution?

Bump. I'm also seeing this now. Two nodes in the green, no packet loss. Yet the dependency connection monitor is showing Pkt Loss anywhere from 55% to 89%. This is the default dependency monitor, not something I configured myself. In our case the two nodes are part of our SIEM/Security solution, so disabling Stealth Mode seems doubly ironic and stupid. NPM 12.5, SAM 6.9.1

Bump. Perhaps the specific ports/protocols can be identified for explicit allow vice disabling entirely???
