Can not find NetPerfMon.WebEngine.

Dear all,
Orion NPM is running, after that i add alert function with sound, I have been lost NetPerfMon.WebEngine. I received fault detail following :
" Can not find NetPerfMon.WebEngine
This file must exists in order for this program to operate.
You may need to reinstall
Error = Unspecified error "
So, i need everybody explain for me why i was lost this file ? and how i can do get this file return ? and if i'll reinstall this program how about database on this server ? and how information config on server ?
Pls advices to me how i can do ? and pls indicate for me why ?

If you have recently upgraded to V7.1, then the install notes say you must put this file
into your Solarwinds directory before the upgrade. This file contains all your Orion website
settings, and gets converted into the SQL database when you upgrade to V7.1

Always backup both the Netperfon directory in \InetPub, as well as the \Solarwinds
directory in Program Files before upgrading (you must un-install V7 before upgrading).
I always zip up these 2 directories before doing any upgrades.
