Am I right in saying that SQL 2016 all service packs and cumulative updates are supported WRT using it for the Database for Orion?
Yes SQL Server 2016 is fully supported for use with Orion. The current release of SolarWinds Orion works on SQL Server 2012 and later. As of the next release (Orion Core 2018.4 or NPM12.4) you will need to move to SQL Server 2014 or later.
