NCM 7.3 - Config tab is shown on all nodes vs just NCM nodes?

I was surprised to see that the config tab is shown on every node details page and does not take advantage of the dynamic (if this node is….) logic. I would think it would have been more appropriate to add the option Node is an NCM node into the logic.
