The emails that I receive for CPU alerts used to show the processes and now it does not. Also on the summary page for SAM it doesn't doesn't show anything for Top Processes.

A common issue we see is that step 4 in the read me is not followed so the Solarwinds.APM.Probes.dll is not unblocked, which causes error like what you are currently seeing.
Go to the directory (C:\Program Files (x86)\SolarWinds\Orion\APM by default) right-click the file Solarwinds.APM.Probes.dll and select "Properties". On the general tab look at the bottom and see if their is a security warning, if so then click on Unblock and then click OK.
Go back into there after you do that to verify that it stayed unblocked, if not then you will need to reapply the hotfix again but this time unblock the .dll file before moving it over from the hotfix folder.
Restart the services and then when everything is back up let me know if you still get the same error.

From the screenshot above it doesn't look like any processes on this server are currently being monitored.
Since your post is primarily regarding the email alert for high CPU utilization with the list of Top 10 Processes by CPU I'll focus my response on this fact and disregard the screenshot.
Option #1 - Monitor any processes or services on this host via WMI. This should resolve the issue.
Option #2 - Manage this host via WMI instead of SNMP
Option #3 - In the "High CPU Utilization with Top 10 Processes" Alert in the Advanced Alert Manager change the delay execution for the email notification from 2 minutes to 4 minutes.
