Remote TFTP

A co-worker and I are both running Solarwinds TFTP server on Win2k3 boxes. The routers are Cisco (on both ends). Is it possible for him to pull a file from my box via TFTP if I set his static IP address in "advanced security"?
Configuring the ACL in cisco, would this be TCP,UDp,FTP or TFTP and what port does it use?

your question is a bit unclear.. are you talking about tftp'ing files between 2k3 boxes (in which case the answer is no) or if he can tftp files from your Cisco router (in which case the answer is yes)???
