Device login issues

I have multiple devices that say connection refused.  The devices are configured to use the global username and password.  When I SSH to the device from putty on the NCM server I can login with the same credentials with no problems.  There are no failed reports in our ACS server either.  Is there a chance that my SSH keys stored by NCM are corrupt?

I had a similar problem with this, only difference is I would get an error "Bad username."  It only affected SSH connections whenever a banner existed.  I looked at our banner and found one line that if you put it by itself caused it to believe the login failed. 

It was this:

::: user :::

 

The original line was this:

:::   Services, Inc. authorized users for legitimate purposes only.        :::

 

The first thing I did was replace the colons with dashes, which caused the login to succeed.  I then suspected the colons and something else was the real cause, and discovered that keyword in combination with the colon did it.  So far I've only found user, but there might be others.  To prove it, if you take the above line "::: user :::" and put a space inside the word user like this: "::: us er :::" the login would succeed.
