Cant get GSM Modem to work for SMS alerting

Im desperately looking for assistance in regards to setting up a GSM Modem to work with Notepage/Orion for SMS out of hours alerting

If you have any experience setting up a Wavecom modem for SMS alerts please make contact

We cannot get the SIM card in the GSM modem to send out SMS messages, the SIM will not even register

We have tested the SIM in a phone and can make calls and send SMS messages so we know the SIM card is ok, signal strength is also ok as you can see below
