I have dowloaded a MIB file(IBM Storage Manager) in text format. How do you convert it from .txt file to a .UnDP device poller file so it can be monitored through ORion NPM?

I don't think you need to do any conversion. The Universal Device Poller is intended to enable polling for specific OIDs. If you want to use UnDP to monitor your Storage Manager, create a UnDP for the relevant OID, as indicated in the chapter "Monitoring MIBs with Universal Device Pollers" of the SolarWinds Orion NPM Administrator Guide.
Note: This is only necessary if NPM does not already automatically recognize your Storage Manager, based on its SysObjectID.

After you have retrieved the OIDs that you require to have monitored, it is best that you ensure that the device's SNMP-agent responds to it.
Your best bet is to run the snmpwalk tool against the device, and see if the OID that you are trying to monitor via UnDP is showing up in the snmpwalk results.
