Is there a way to have different Network Summary Home views by profile? For example, I want a profile that has a different sized columns for high res wide screen monitors.

You can do this by user account. If you create an identical view but with the changes you want on Network Summary Home under Admin -> Manage Views and then edit the user account and set their home page to the new different view
