The "Add Device" module in NCM makes you monitor the device, does it not? And as far as I can tell there's no other way to do it. Does this mean I am using one or more NPM licenses as well? Please help clear up my confusion.

NPM and NCM have separate licensing. When you want to add a node to NCM ("licensed by NCM"), it must be in the NPM database. However if you don't monitor any element (the node itself, its interfaces or volumes) in NPM, it doesn't use any NPM license.
