Application Monitor - Install error 1316

Has anyone else had an error 1316 when installing the application monitor?
I have case #18674 open, but was wondering if this had been seen by anyone else before.

It's almost like the file is corrupt (I downloaded it again to check - but the file size was the same, as was the error).
