Rights assignment in APM and auditing

Currently using APM ver 3 in conjunction with NPM 9.5 SP1 and I'm trying to grant users rights to manage their own APM templates, but it seems they have to be granted the Administrator role to do so. Is there further granularity in ver 10+ or perhaps a workaround for my version?

Also, is there any auditing that can be enabled so an admin can keep track of who's making changes (templates, views, unmanaging nodes, etc.)?

We get frequent requests for more fine grained user management and tracking across all of the Orion products; this is another good suggestion. I've logged this as a feature request.
