Any ideas on how to enable snmp on Cisco ASA with Read/Write access. I can download the config but I can't upload a config.

I'm not an ASA expert but are you sure you need SNMP read/write access to upload a config?
For debugging the problem, there is session tracing. Enable it in NCM Win32 Client: File -> Settings. (If you have NCM 7.1 RC, the same settings can be found in the Web UI.)
After you enable session tracing, try to upload the config. Then take a look at the trace that can be found in the NCM install directory.
If you don't identify the problem, post the trace here.

From what I understand about Cisco ASAs, they aren't built to have write access via SNMP, as that can be a security hazard in itself... but that's more hearsay than actually-researched-info. andegamo

really you can download the config via snmp? are you sure? the MIB: CISCO-CONFIG-COPY-MIB.oid is normally the way how to initiate the download of the running-config. I normally set the specific option just mentioned it here: http://ccie20728.wordpress.com/2008/05/20/get-the-cisco-configuration-over-snmp/ But I never configured it with an ASA - only with Cisco Switches and Routers.
Unfortunately in MIB Support List from Cisco for their ASA this MIB is not listed: ftp://ftp.cisco.com/pub/mibs/supportlists/asa/asa-supportlist.html
Also the Nexus Switches have not implemented this Mib until yet.
So I am sorry but I believe you downloaded your config via SSH and you have an issue with your connection profile or with a limitation at your ASA.
