Want to know whether NCM which will support MPLS L3 VPN or L2 VPN provisioning through any ready made templates or form based inputs like Cisco prime provisioning does?
As per my understanding we don't monitor the MPLS Eline and elan via NCM,
You can monitor the network,firewall configuration devices and backup.
If you have still doubt please refer NCM admin guide 7.8

It will take some work from you to costume your needs I cannot see OOB Cisco MPLS/VRF template
