Most likely problem is the device template is set to auto and it is using the Cisco iOS commands instead of the Cisco wlc commands

I would suggest you enable session tracing (Settings > NCM Settings > Advanced Settings) and review the session trace to determine what the communication process to the device is by NCM

I can second this suggestion to set the device template from auto to the WLC device template. This is also the case for Cisco ASA's.

This is probably your issue unless credentials are wrong.
