Cannot start SolarWinds Orion NPM Web Engine

Question

I am getting the following error when I open web interface for ORION: 
I am running ORION NPM v 7.7 on Windows 2003 Server and using MS SQL database 2000 enterprise

Cannot start SolarWinds Orion NPM Web Engine (OrionNPMWeb.Application).

Error Number -2147221005
 006~ASP 0177~Server.CreateObject Failed~800401f3

You may need to rerun the SolarWinds Configuration Wizard.
 Visit www.solarwinds.net/.../Security for more detailed information

I have re installed the application many times and rerun the configuration wizard too. 
I've tryed all solutions described in the forum, but without result. 
Does somebody known how to resolve this.

If you have service pack 1 installed for Windows 2003 server you may need to change the DEP settings.

Right-click on My Computer and select properties
Click on Advanced
Click the Settings button in the performance section
Click on the Data Execution Prevention tab
Set to Turn on DEP for Essential Windows programs and service only

You will now need to reboot the server and then re-run the Configuration Wizard from

Start->All Programs->SolarWinds Network Performance Monitor->Confiuration Wizard making sure to run through all steps.
