Can Solarwinds prompt its users logging in via web to change its password without using the Admin? Or do we to integrate any other third party software to do it?
Please advise.

Specifically: - Users without administrative privileges are now able to change the passwords to their own web console user accounts.

Currently only the Admin web user can change the password of the other web user accounts.
As a workaround, you can create a custom menu item that goes to http://<servername>/NetPerfMon/Admin/ResetPassword.asp instead of using the built-in menu item. That should get them back to the correct page.

If anyone else is interested, Yann's workaround works great.
Just open Customize Menu Bars under the Admin page, click Edit on the menu you have configured for your non-admin users, and then click the green + sign to add a new link. (You may want to go ahead and remove the default Reset Password link while you are here)
On the page to select the item to add to the menu, scroll to the bottom of the page and click the Add Custom Menu Item button. Enter the name for your link (I chose Change Password so I would know the difference from the default link Reset Password) and the URL above in the URL box. I also entered a description of Change password for non-admin users. Click the submit button and you are all set.
I did the above and verified with a non-admin test account that it works.
