SAM Service Restart Action failing

Trying to get the SAM APM\APMServiceControl.exe working to restart a service - even though the service is already running (basically they want a scheduled time to cycle the service regardless of current running state).

The APMServiceControl.log log file shows this error

2017-07-07 06:00:55,970 [1] ERROR APMServiceControl.Program - Action service failed. Service "Metalogix Replicator Service WSS40" with status "Running" can't be stoped because - "Service Cannot Accept Control"

Is this because the APMServiceControl.exe can only restart a service that is stopped?
