We encountered error code of SWL-1001 whenever we tried to launch Orion Network Configuration Manager using any other windows accounts such as power users or users accounts other than windows administrator account.

As NCM stores sensitive information about your network, only Accounts that have administrator rights can open the application.
This is why you are getting this error as normal or power users do not have enough rights to run the software.
Windows Administrator or NCM built-in accounts then have different level of rights inside the application itself (Administrator, Engineer, WebViewer, WebDownloader, WebUploader).
