It is my understanding that dependencies were only built into 10. Given the work that had to have gone into 10 to make dependencies work, I wouldn't expect that feature to by added to 9.5.

Dependencies were added in Orion 10.1 with the introduction of the Collector Services. You will need to upgrade to 10.1 to gain this functionality.
