I integrated it with HP OpenView Operations for Windows (OVOW). We just have SolarWinds send alerts to syslog and we have a monitoring policy in OVOW that does a pattern match for the events we care about. This policy captures the events and displays them in the OpenView console. I know that doesn't answer your question but maybe you could do something similar with TEC?

We use solarwinds and TEC, but only generate alerts from solarwinds and execute postemsg to push the alert in to TEC. Each alert category is assigned a class within TEC (specified in the baroc file); this class is then used to assign actions to the event coming in to Solarwinds.
Within TEC we have the rulebase set up to manage the alert (log calls in to our service desk, page sysadmins or pop up notifications on desktops).
