Will NPM provide reports on which users or how much traffic stays on a subnet and how much traffic is off the subnet?

You can setup an IP address group in NTA (see Admin > NTA settings) that maps to a particular subnet and then show the traffic on that group. Then, add the Top XX IP address groups to your view.
