TFTP TimeOut Errors "First Time User"

Trying to use TFTP for the first time? Does Support have a live help desk for on line help? If Not then why am I not able to tftp my world? The program is loaded on a XP machine and the IP address that Im trying to update are added in the configuration "Advanced Security" tab as well as my local IP's, also I havw double checked my Firewall settings and it is allowing ports 69 to get in/out? however when I "cmd" to DOS and enter the command > "tftp -i static ip put file.name" it times out?
Could it be that my home router is static and Im NAT could this be the problem?
Any sugguestion would be appreciated.
