Network Performance Monitor Startup Error

Hi. I have installed the eval version on a Windows 2003 server.
The System Manager and all other Windows tools are working fine, but I can't the website up.
I get this error:

Network Performance Monitor Startup Error

Cannot start SolarWinds Orion NPM Web Engine (OrionNPMWeb.Application).

Error Number -2147221005
006~ASP 0177~Server.CreateObject Failed~800401f3

Checked all userrights, reinstalled, runned the wizard several times - no help.

Anyone seen this?
