How to create alert or when the interface is up.

monitoring 1000+ routers under solarwinds and i have async serial interface on each router for dial backup. which is not monitored due to this interface will be always down as for backup. async interface will up when the primary interface fails. i just want to make a alert only when the async interface is up.

please help me on this.
