Upgrading APM and NPM

Getting error when attempting to upgrade APM and NPM from SL2000 to ALX and SLX. APM now @ V1, NPM now @ 9.0sp2. Upgrading to latest. NPM will not let me install --- APM is not @ right rev. APM will not install --- NPM not @ right rev.

I am stuck...need assistance. I have a ticket opened but no call back.
