Getting Alert Configuration to work?!?

I am trying to get alert escalation to work using the new alerting engine. Basically what Id like to have it do is to:

once the alert has been triggered, wait 2.5 minutes before taking any action
Then the alert emails or whatever it does if it still exists after 2.5 minutes
Now, after the Aler condition exists for 5 minutes, email a different person/group

This is what I need becuase each group that I move up the chain will have different people/devices on it. I know how to make it do the initial waiting. Now I could create 2 alerts each with different wait times, but Id rather not get 2 "reset" emails when the alert condition becomes negative. How do I need to conifure this to get it to work? Let me know as Im trying to get this rolled out asap for my company. Thanks!
