Configuration system failed to initialize

Following a bulk server update with about 120 hotfixes to bring the server upto date ...  TFTP now fails with the following :

Any suggestions

There is a problem with the machine.config file, which is a computer-specific configuration file for .NET Framework. Did you change it manually? If not, please make a backup of this file, delete it from its location (C:\Windows\Microsoft.NET\Framework\v2.0.50727\Config\machine.config) and re-install .NET Framework 3.5.
