Problems Using FTP with Cirrus

I was curious if anyone is having problems using Cirrus to FTP new IOS to routers, or is even using Cirrus for FTP uploads to Cisco equipent. We are currently upgrading all of our 2811 to a new version of IOS and it was thought that it would be a good test of Cirrus to perform this task. However, when I went to test this idea my job failed with the following left in the Jobs log.
copy ftp flash
address or name of remote host []?
?Host name or address not specified
%Error parsing filename {Unknown error 0}
This address should have followed the prompt above where it says address or name of remote host []? Instead the following happens.
172.16.3.96
Trying 172.16.3.96
% Connection refused by remote host
THE COMMANDS THAT ARE BEING USED are really simple and Cirrus should have no problems issuing these commands
copy ftp flash
172.16.3.96
c2800nm-adventerprisek9-mz.124-3g.bin
y
The ftp server works, it is running on the 172.16.3.96 address and I was able to sucessfully complete an ftp request from a router to the address above. I called Solarwinds and they simply said just reinstall Cirrus and that should do it. This is a production box that Cirrus is installed on and the last thing I want to do is reinstall. I didnt like Solarwinds response, so I though I would throw the question to the forum trolls for advice.

How about:
copy 172.16.3.96/<file_name>
Try it from a command window. In Cirrus you'll have to hit enter to accept the default as in the example below:
copy
ftp://172.16.3.95/home.html
flash:c2800nm-adventerprisek9-mz.124-3g.bin
<enter> -- needed in Cirrus
<enter> -- needed in Cirrus

That worked real well, I should have known to try it that way, but the thought never came to me. Thanks for the help, its nice to know you can come to the forums to get questions answered, without having to rely on the Solarwinds help desk, which these days has not been to good.
