Thats the range (peak and low) of usage during that time slice. The solid line is the average.

They represent the min and max values for the CPU during that interval. For the third interval in the graph, the average measured value was around 40%. The minimum Orion saw was in the high 30's, while the max was in the low 50's. Every value Orion polled in that interval would be in the box.
