Has NTA 3.10.0 moved to general availability or is it still in RC?

You have no other option but installing NPM and NTA on the same machine as NTA can not stand alone. It is tied to your NPM install.
Yes. In the case that you from some reason need to split server load from reason to increase performance, because you will have big amount of data and you will poll very much amount of device it is good option to install database on dedicated server. You can also do tuning on SQL server where you will have temp database on different disk than your solarwinds database.
