Is there a way to execute a script if NCM detect a config change ?
I know how to check if config has changed and how to run a script but ... how can both could be linked ?

There is an OOTB alert for this purpose based on the NCM Audit Log.

There are 2 aspects to what you want to achieve here, both are possible with NCM.
The 1st would be to enable "Real Time Change Detection"
Configuring Real-time Configuration Change Detection
You can also configure alerts to execute an NCM action.
