Polling stuck report.xml

Orion has an issue where availability polling gets stuck and the way to fix it is to toggle between ICMP and SNMP.

If it is polled ICMP, change it to SNMP and then back to ICMP.

If it is polled SNMP, change it to ICMP and then back to SNMP, be sure to list resources and add the interfaces again.
