Should Java Updates force an automatic reboot

Has anyone come across Java Updates like Java 7 Update 21 x86 and x64 force a system reboot?

As I ran a test deployment against about 100 systems and didn't have a problem when I deployed to about 1000 systems and I have had a few reports <10 where systems have installed Java and force rebooted the system. I believe this should not happen.

You can pass the REBOOT=suppress command as part of the execution parameters. This should eliminate the reboot.

This may occur in instances where Java is in use at the time of patching and needs the system to reboot to unlock necessary files that need updating.

So how do I go about passing a norestart switch to the installer? As I can't accept unplanned reboots that users have no control over.
