Cannot start SolarWinds Orion NPM Web Engine (OrionNPMWeb.Application).

Hi,

I am receiving this error when trying to access the webpage.

Cannot start SolarWinds Orion NPM Web Engine (OrionNPMWeb.Application).

Error Number -2147467238
006~ASP 0177~Server.CreateObject Failed~8000401a

I have tried the advice in this link which has not resolved.

 

I cannot seem to run the Setup Wizard either, which I believe will more than likely resolve this.

 

Any ideas why I can't seem to run the wizard or how I can download it
