Yes its a windows 2003 server

I Believe its a database file used by Microsoft access which is running on a windows 2003 server

I asked if it was a Windows service, not a Windows server, that is already understood.

Ok, so, now you are asking how to monitor an MDB file?

That is not a service, that is a file type used by MS Access.

There are no facilities that I am aware of in Solarwinds NPM or SAM to monitor a flat MDB file for any kind of availability or performance.

this is what we need to monitor (currently monitored by Nagios) 'e:\Program Files\dcflex\data.mdb'=893612032B;0;891289600 which is part of a TMS (Time management system - clocking in machines etc etc)
