I know this doesn't help your case but we have tested on 64bit without issues. This looks to be an environmental issue. I didn' see diags for this ticket. Can you send your diags to support? This will help understand the issue you are seeing.
So the fact that NPM, VOIP, and APM installed just fine, I'm sure it must be "my" enviroment.
