Reducing SNMP traps

I need to reduce the number of snmp traps that are displayed within Solarwinds.  Which would be the most effective.

From device limit severity levels i.e 0-3   

Solarwinds Orion is another option. ...Which would be the best or another?

Ideally I would like to only display up and down interfaces.

The ideal way would be to limit the traps that are being sent to SolarWinds!

So, if all anyone is concerned about is the linkup linkdown - then only enable those trap types on the device.
