I am planning to use Orion for Manage Service Practice where I will monitoring multiple customers who may be having overlapping IP addresses. Is there any solution which can provide a solution for overlapping IP addresses?
Take a peak at Orion Enterprise Operations Console (EOC). We have a number of MSP's using it.

This solution does not seems be very scalable because I will need a dedicated router and NMS system for each customer.

I'm not sure how you would be able to do this without a firewall or router performing NAT and using separate instances of Orion. This is not a failure of Orion's, but a limitation of IP. Neither Orion or the upstream router(s) would have a way to differentiate between whether 192.168.25.0/24 is for Customer A or Customer B. If you are monitoring just routers, the "simple" way to do this would be to assign each router a /32 loopback address that is unique among all other customers. This is assuming you have administrative control over the routers, and perhaps even administrative control over the entire routing domain, though.
