No, only IP addresses found and allocated count towards license.
So in your example: 10 addresses found - 10 licenses used
But to clarify - if you have a 16000 IP license and you try to scan 20000 and only 10 addresses are actually reachable, you're saying the process stops once those first 16000 have been scanned. Is that correct?
To clarify further, any IP address that is not available will count towards the license.
If you scan 20000 IPs:
Then you will have 1060 addresses used on your license.
