How can we alert on failed SNMP and WMI test on network devices and servers resp.

Can we configure an alert in SolarWinds, which could test SNMP /WMI on the nodes (both network devices and servers) and alerts if the test fails.

Definitely yes, if you have SAM in your environment you can use any of the monitors mentioned below to alert on SNMP or WMI down, you can play around with these monitors and select the one that's feasible accordingly
