Alert triggers only ONCE for a condition that exist for a configured period of time

I have an alert setup that should trigger an email when the Xmit bps is equal to 0 and the condition exist for more than 20 minutes.  I'm testing with an interface that is always 0.  

The condition only triggers ONCE....  Given my alert parameters, I would expect the trigger to occur after 20 minutes and then every 10 minutes.  Why is it only triggering once?

Here is how the advanced is setup:

Polling Intervals:

       Node Poll Interval   300 seconds

       Interface Poll Interval  480 seconds

Polling statistics Intervals:

        Node stat poll interval   10 minutes

        Interface stat poll interval   9 minutes

        

Check this Alert every: 10 minutes

Trigger Condition: Do not trigger this action until condition exist for more than 20 minutes

Reset when trigger conditions are no longer true

Check the alert every 10 minutes will not cause it to retrigger but rather simply check to see if the alert is still valid.

If you want to retrigger you need to look at the escalation portion of the alert.
