USB Defender does not work off-line

When a system is not on our network, USB defender stops working.  Meaning, while  my laptop is docked, I cannot plug in a USB drive, however, as soon as I undock, I can connect anything I want and access it without a problem.

The USB Defender service is installed and running, so what are we missing that the it does not enforce the ruleset when it is offline?
